The modern settlement of Clay County began in 1859 when the land was opened for legal occupation. In 1862 the county organization was effected and commissioners and officers were named. The city of Vermillion was founded in 1859 and incorporated in 1873. It was named for either the old Fort Vermillion or for the nearby Vermillion River. In 1862 the territorial legislature located the State University in Vermillion, but nothing was done until 1882 when Clay County voted $10,000 in bonds to construct a building on the campus.  The Clay County Courthouse above was built in 1912 and houses some of the following offices at 211 West Main Street.

NOTICE
Pursuant to SD 141 passed during the 2010 legislative session:
The preparer of a document or instrument may not include an individualís personally identifiable information in any document or instrument that is prepared and presented for recording in the county office of the register of deeds. This section does not apply to any document or instrument that was executed by an individual prior to July 1, 2010.
These provisions do not apply to a state or federal tax lien or release relating to a state or federal tax lien, a military separation or discharge record, a uniform commercial code filing in the county office of the register of deeds or any governmental certified copy of a document or instrument.
The register of deeds may not reject a document or instrument presented for recording solely because the document or instrument fails to comply with SB 141.
Terms used in this Act mean:
1. ìPersonally identifiable information,î any information that includes one or more of the following specific unique identifiers when combined with an individualís name:
a. A social security number. This term does not, however, include the last four digits of a social security number.
b. Checking, savings, or share account number; or
c. Credit, debit, or charge card number;
2. ìPreparer,î any person who creates, drafts, edits, revises, or changes the document or instrument that is recorded with the register of deeds. The term, preparer, does not include any person who hires, requires, refers, pays, or requests that the document or instrument be drafted or recorded.

Effective January 12, 2010 you will be able to look up real estate tax information online. Via WEBTAX you can now access 2008 and 2009 real estate taxes. If there are delinquent taxes against a property that information will also be available. To access WEBTAX, go to the Treasurer's page, scroll down the page to "links". Click on WEBTAX, then "Get Started". Select Clay County Taxes. Click on the magnifying glass icon, you should then be able to type in the property owners name (last name first and no punctuation), or the property address or the parcel number. On the left hand side of the screen you should see "perform search" click on that. Also on the left hand side you will find a "layout" button, change the layout to forms view. You should now be able to see the tax information. Most records will have two pages, the first page will be the 2008 taxes, the second page the 2009 taxes. You can change pages by clicking on the page symbol located on the left. You will be able to tell what year the taxes are by looking under the bill number. The bill number starts with the tax year. New Fees for Obtaining Vital Records

Effective February 5, 2009, the fee for either a certified or informational copy of a South Dakota birth, death, fetal death, marriage or divorce record will be $15.00. Record applications received after February 4, 2009 will need to have the $15.00 fee with the application. The cost to prepare a new certificate after adoptions will also increase to $15.00
